Billing via trade licence

The new Temporary Employment Act has been in force since 1 April 2017. Trade fair hostesses, promoters, event staff and service personnel must be employed and insured as employees.

The billing of personnel on a trade licence now means = BLACK WORK

As the client, you are jointly responsible for ensuring that the agency you commission employs the temporary staff you have hired out to you in a legally compliant manner and is also in possession of a temporary employment licence. Being jointly responsible as the client means being jointly liable for the social security contributions to be paid (also retroactively) in the event of an audit by the social security authorities. 

  • Your company is legally recognised as an employer.
  • Your company is responsible and liable for correct working hours.
  • Your company is liable for social security contributions and income tax.
  • As a managing director / board member, you are personally liable for any social security contributions not paid.
  • u. Possible criminal liability for the offence of illegal employment.

Our licence for temporary employment from 2022

We have been in possession of a licence for temporary employment through TRUST Services GmbH for many years. In the course of the introduction of the AÜG, all business was merged into TRUST Promotion GmbH and the licence for temporary employment was granted to TRUST Promotion GmbH. In 2022, we were granted an unlimited licence to provide temporary workers.

TRUST Promotion hires the staff for your trade fair, event or other short-term tasks and guarantees the correct employment.

IMPORTANT: You remain authorised to issue instructions to the staff during your event!

  • TRUST Promotion GmbH is an employer
  • TRUST Promotion is liable for social security contributions and wage tax
  • TRUST Promotion is responsible for checking working hours, holiday entitlements, sickness notifications, etc.


Reminder: Immediate notifications required for the following sectors.

The obligation to immediately register employees in the following sectors has been in force since 2009 to further curb undeclared work:

  • Catering and accommodation industry
  • Companies involved in setting up and dismantling trade fairs and exhibitions
  • Construction, freight forwarding and transport, passenger transport
  • Show business, building cleaning and meat industry

If you book trade fair set-up, drinks dispensing and event staff with TRUST Promotion, you are not obliged to register immediately. We will take care of this for you.
