There are some companies that offer jobs in security-sensitive areas. For these jobs, the companies need Personnelwith regard to the Reliability has been checked. The background check is a prerequisite for jobs in the security sector at airports.
We at TRUST Promotion do not currently offer any jobs that require a background check, but we would still like to inform you about this. What is a background check and is it even necessary?
If, for example, you would like to work in the security areas of an airport and thus gain permanent access, a background check is required in accordance with the Aviation Security Act (§7). The background check is also known as the ZVÜ for short. All employees who have a direct influence on the safety of air traffic due to their employment require a corresponding certificate. The certificate provides information as to whether the applicant is reliable and suitable for the job in question.
Where do you apply for a background check?
If you would like to have a background check carried out, you apply for the certificate from the regional aviation security authorities of the relevant federal state. Which authority is responsible depends on the company headquarters and the applicant's place of residence.
Carrying out a background check - how does it work?
If you submit an application for a background check to the competent and regionally responsible aviation security authorities, the applicant's verification process will be started. You must enclose the following documents and records with your application:
- for German applicants: copy of your identity card or passport
- for non-German applicants: copy of passport or equivalent documents
- for student pilots or pilots: Confirmation of flight school and flight license
- for self-employment: business registration
- European certificate of good conduct/certificate of no criminal record
How does the applicant review process work?
As soon as you have submitted the application with all the necessary documents, you will be checked by the responsible office. Various pieces of information will be obtained during the check. An inquiry will be made to the following offices:
- State Offices of Criminal Investigation
- Constitution protection authorities
- Federal Office of Justice (Federal Central Criminal Register)
Depending on the individual case, additional information can be obtained from other institutions. Further information is available from the following institutions and authorities, for example:
- Federal Criminal Police Office
- Customs Criminal Investigation Office
- Federal Office for the Protection of the Constitution
- Federal Intelligence Service
- military counterintelligence service
The Federal Commissioner for the Records of the State Security Service of the former GDR may also be contacted. The documents may contain important information on the assessment of reliability.
The competent authorities can also send inquiries to the airport operators, airlines and the current employer.
For foreign applicants, further information is obtained if necessary in individual cases. Among others, the following offices and authorities are visited:
- Central register of foreigners
- responsible foreigners authority
The immigration authorities are asked whether there are any indications that the person concerned could impair public safety.
What happens in case of doubt regarding reliability?
Of course, it can also happen that doubts arise about the applicant's reliability. If this happens, the relevant files will be requested and evaluated. If there are still doubts after the files have been viewed and evaluated, the applicant can comment on the points. The applicant can make a statement both in writing and in a security interview. Truthful statements and cooperation in the investigation are essential.
Who is considered unreliable?
A corresponding certificate will be issued after an inspection. It is also possible that you will be classified as unreliable and therefore cannot work in the relevant area. The following persons, among others, are considered unreliable:
- Final judgment for a crime
- legally binding judgment, for example due to theft, fraud, embezzlement or misappropriation
If you have already been convicted, it will be difficult to obtain a certificate of good conduct. However, if you have a clean record, you don't need to worry about a negative decision.
How long is a background check valid for?
A background check is not valid indefinitely. For you, this means that you must always submit a new application in good time before it expires. The certificate has been valid for a period of 5 years since 01.01.2009.
How long does the background check process take?
You need to allow a certain amount of time if you require a background check. Experience has shown that the processing period is between 4 and 6 weeks. It also depends on the necessary inquiries at the various offices. Always submit your application for a background check in good time.
What costs are incurred for the application for a background check?
The cost framework varies greatly and, according to the law, can be between 5 and 150 euros per application. The amount depends on the responsible authorities and the federal states. As a small example: a background check in Frankfurt usually costs 62 euros. In Düsseldorf, on the other hand, you only have to pay 33 euros.
